Louisiana voters resoundingly shot down four constitutional amendments over the weekend, rebuking Gov. Jeff Landry and the state Republican Legislature's plans to rewrite the tax code, expand the court system and add more felonies to the list of crimes for which juveniles can get sent to adult prison.
All four amendments failed by large margins, with over 60% of voters rejecting them. Of Louisiana's 64 parishes, just 11 saw majorities vote yes on all amendments.
Though unofficial election results from the Secretary of State's office show just 21% of registered voters cast their ballots in Saturday's election, political analysts have emphasized that the state saw high levels of both Democratic voter turnout and Black voter turnout.
Here's what the data showed.
Strong early voting numbers
Of the more than 600,000 voters who participated in the March 29 election, 30% voted early, according to official SOS data.
Democrats showed up in strong numbers during the early voting period, with nearly 99,000 of Democrats voting between March 15 and March 22. In that same period, around 66,000 Republicans showed up to vote.
Black voters also capitalized on their opportunity to head to the polls early, with over 70,000 Black voters casting their ballots ahead of the election.
John Couvillon, a Baton Rouge pollster and political analyst, said 58% of early voters said "no" to Amendment 2, the proposed change to the state's tax code.
Voters in urban areas showed up
Voters in the state's urban areas, including New Orleans and Baton Rouge, turned out to overwhelmingly oppose the four amendments.
In Orleans Parish, 31% of registered voters cast their ballot — more than went to the polls in October of 2023 when Landry was elected, Couvillon pointed out. State records show that 27% of Orleans voters participated in the governor's race.
East Baton Rouge Parish also saw a higher voter turnout than the statewide average, with 26% of the parish's voters showing up.
Both parishes represented strong "no" votes. Three in four East Baton Rouge Parish voters rejected Amendment 2, while 91% of voters in Orleans Parish voted no on Amendments 1, 2, and 3.
In Caddo Parish, which contains Shreveport, the state's third largest city, 20% of voters cast their ballots with over 60% voting no on all amendments.
Landry strongholds still voted no
While traditionally Republican areas of the state saw slightly lower voter turnout than some urban areas, those who did go out to the polls also voiced their displeasure with the proposed changes — even in Acadiana, a Landry stronghold.
In Landry’s hometown parish of St. Martin — where 73% of voters backed him in 2023 — 17% of voters showed up at the polls. There, more than 50% of voters said "no" to the amendments.
Over 60% of Lafayette Parish voters also rejected the amendments. Just 4 parishes in Acadiana's 22-parish region, defined by the state Legislature, backed all 4 amendments: Acadia, Cameron, Jefferson Davis and Vermilion. Iberia Parish voted yes on Amendment 2 but no on Amendments 1,3 and 4.
In Jefferson Parish, another Republican-leaning area, 23% of voters cast their ballots, also firmly opposing all amendments.
